  • Titled “The Authority: A True Crime Story,” the 2008 Annual Report continues to explore the theme of partnership by portraying different roles and situations associated with auto theft prevention. A cinematic approach to the messaging and visual style of the layouts is used to add a dramatic feel, emphasizing the important work the ATPA and its partners are doing. The content of the report is paired with seven full-color “scenes” depicting: legislative cooperation, investigative tenacity, law enforcement persistence, criminal apprehension, public awareness, professional training and the need for ongoing action. The bold, dark tone of the cover and intro page sets the stage like the opening credits of a crime drama and creates a striking contrast with the interior spreads. To enhance this theatrical feel, a bright, coated stock that produces sharp image detail and radiant color is used.
